The way of working is described by the following:
* An integrated approach is necessary for the sustainable development of the Baltic Sea Region.
* Better coordination and a more strategic use of Community programmes are key ingredients.
* The actions have to be done within the existing financial and legal framework.
* Specific actions are needed to respond to the identified challenges. These will be undertaken by stakeholders in the region, including governments and agencies, municipalities, international and non-governmental organisations.
In the Action Plan for the strategy there are 15 Priority Areas, several for each of the four challenges. One of these Priority Areas identified (with no 9) is titled "To reinforce sustainability of agriculture, forestry and fisheries". Every Priority Area has several Flagship projects suggested.
For the Priority Area no 9 a flagship project is described as following: "Sustainable rural development" Projects must be developed that bring together people in the region to develop sustainable rural tourism, agriculture, forestry and aquaculture or inland water fisheries. New practices on using an integrated approach should be developed to minimize the leakage of nutrients. (Lead: Poland and Sweden; Deadline for progress review: to be determined).
During the kick-off meeting of Priority 9 in Helsinki the potential area for co-operation in the field of rural development was initially discussed. It was expressed that the rural network is excellent tool for it. The Strategy for the Baltic Sea Region and the flagship project were also initially discussed during the Nordic- Baltic rural network meeting (3-5 November 2009).
